Why Would Zimmerman...

Dr. Louis Zimmerson after creating a masterpiece of EMH technology as our Beloved Doc. Remember, he was obsessed with making this the perfect EMH with the combined medical knowledge of thousands of species, and millions of operations. He spend many years and thousands of hours on the EMH Mk I.

So, fast forward to "Message in a Bottle" and we get to see the new and improved EMH, and he was no where as competent as the EMH Mk I. Granted, the Voyager crew did upgrade his programming, however, they were not experts in holo-technology. And, I doubt that they could duplicate what Dr. Zimmerman could have done on Jupiter Station.

In DS-9 Dr. Zimmerman did consider using Dr Bashir as a new template for the next generation of EMH technology. However, when it was found out that Dr Bashir had undergone Genetic Resequencing he decided not to use Bashir. That not withstanding, why use a total Dorkus as Andy Dick to represent the new and improved EMH. I would rather have see Dr McCoy, or even the Cardissian Dr that treated B'Ellana as the new and imporved EMH, any thoughts???

The new EMH was supposed to be more entertaining and nicer to the crew.
So, Andy Dick type character could work
 
well, remember that we saw him on the Prometheus, an experimental ship, so I'd say we could assume that the (experimental) Andy Dick EMH still had some kinks to work out

also, it was probably a bit of an overreaction to the brisk bedside manner of Mark 1s
 
You'd think the easiest solution would be to just alter the EMH 1's behavioral subroutines. Rather then create an all new holoprogram. They showed that to be fairly easy in the show.
 
The Star Trek: Voyager episode "Life Line" mentions a Mark III and Mark IV EMH, but neither was shown on screen. Hopefully, the later versions were better programs than the Mark II.

If I remember correctly, Zimmerman was interested in Bashir as the basis for an LMH because he wanted to integrate Bashir's personality so that the program had a better bedside-manner with patients and would interact with them better than the EMH Mark I. Bashir also had something that Zimmerman lacked, charm and charisma.

Although Leonard McCoy was an excellent doctor and surgeon, he was a grouch at times. Bashir was certainly a lot nicer.

Perhaps Gregory House, but without his cynacism and curmudgeonly nature. Would love to see Hugh Laurie portray the EMH Mark IV.

Maybe Robin Williams' "Patch" Adams?

it seemed like at the rate the Feds were churning out new Mark __ EMHs, they'd run into triple digits in a decade or two

Maybe, or perhaps Zimmerman got the charisma, charm, compassion, bedside-manner, and personality elements right in the Mark IV or a Mark V. Then it would be a matter of just periodic updates of medicial knowledge and treatment techniques.
 
Doesn't the EMH-2 asdmit he's a protoype, installed only 6 weeks ago, in Message In a Bottle? He's probably still considered to be quite buggy and unsuitable for a full rollout to the fleet. Admit it, that's one Beta testing you wouldn't sign up for :p

I may be wrong, but isn't the Corps of Engineers novel series using a Mark IX EMH? It acts more as an intern or nurse rather than a fully capable CMO. And I've read it can spawn itself multiple times to take over the function of a whole medical team.

Maybe that's where Starfleet has decided to leave the development programme for now, for fear of introducing EMH Vista onto starships. "This EMH is about to perform a vital operation. Are you sure you want to be treated? Are you really sure? Are you absolutely definitely positively sure you want to be saved? Program terminated: Fatal Exception".

He was a prototype and the ship was launched 6 weeks yeah.

I still had to laugh at the EMH 2 with the Dr

I'm guessing there has to come a point where you need to reboot... just like Vista will get a reboot to Windows 7, EMH-Vista got rebooted for the EMH III and IV
