Why doesn't Starfleet Officers Salute?

Well, in "Encounter at Farpoint," when Picard makes his walk through at the beginning, several crewmen stop, stand at what appears to be a pseudo-attention, then nod. I always thought that was a form of saluting similar to the way crew saluted on the old Royal Navy wooden sailing ships. It wasn't seen before on Trek and since.
 
The reason they don't salute is obvious.

Those extremely padded shoulders on their uniforms and the tight crotch seams make it impossible to salute without simultaneously destroying your genitals and ripping your own arm off.
