Why did people in the BSG fleet have to go without sleep in "33"?

Doesn't make sense unless the crew that could plot FTL jumps were in short supply. Particularly doesn't explain why passengers on the Astral Queen had to stay awake.

Because people may have had to move quickly (evacuation, damage control, attend the injured).
 
I'd assumed that jumping was a pretty stressful event, something you couldn't sleep through.

Yeah, even if your shift was over and you got to go back to your quarters, I doubt you'd be able to sleep knowing that 33 minutes later you could be killed.

It's been years since I've seen this episode, but I seem to recall that the point was exactly what Irvy is saying. Jumping must feel like strong airplane turbulence or something, so when the ship jumps you just can't sleep through it.

At the start of the series the ship was a museum. It wasn't staffed to be combat ready, and if one jump failed it would turn into an all hands on deck combat situation.

On the civilian ships only the crew had to stay awake but the passengers would be in a constant high stress situation.
 
Yeah, remember Callie's reaction to jumping in the pilot mini. They downplayed the weirdness of jumping after that, but it's reasonable to assume that it's an experience that would jar somebody awake.

and it's possible that many of those in the RTF had never experienced an FTL jump prior to the attack on the colonies.
