Worf was raised by Russian parents, so he may know Rome by its Russian name, Rymo. He might simply not have recognized the English version of the name. Also, there's no reason why a Klingon raised by Russian parents in 24th-century Russia (and Gault before then) would be expected to know about a cartoon symbol for the United States of America.
