Borg vs. Dominion?

It all depends on the writer at the time. A DS9 writer or fan will say the Dominion, and TNG/VOY fans turning pro will make the Borg the top dog, but both departments at times made these villains such galactic threats when the good guys defeated them it felt bland and out of character to what was depicted.
 
The DS9 I just watched, when they were drilling for a Dominion invasion by hunting Odo, he said "They can be anything."

Changelings can be anything, but I guess they must know, for example, how a communicator works before turning into a working communicator. Just transmorphing into something that looks like a communicator doesn't mean it'll work?

If a changeling who has never seen a microwave tries to become one, I bet you couldn't warm food in it if the changeling doesn't know how microwave ovens work. Sure the changeling could use some other way in this case, but becoming technological equipment, they must know how they work first?

That wouldn't be true if there was a Starfleet communicator inside him.
In context, he was describing how deep the abilities of changelings could go, not that he was wearing a communicator or not--nor whether he has the ability to imitate its functions or not.
 
Easy choice is Borg but let's think this through. The founders had so many plants in Starfleet there's no way they ignored Borg intel. The Founders have probably been prepping for the Borg for years. They likely stole all Borg intel Starfleet has and Starfleet would likely take their side and voluntarily hand over the intel from Voyager. I give them a shot.
 
In an all-out war? Borg, without a doubt (well, in their more competent earlier depictions). The Dominion wields many resources, but the Borg are at least a tier higher up (possibly more) in that department. And they seem also technologically more advanced.

If it really comes down to it, the Borg don't need to assimilate Dominion members- they could just as wel simply destroy everything in sight. If the Borg are the least bit clever though and know about general changeling capabilities, they'd assimilate just a few high-ranking Vorta, and that should give them a lot more information about the Founders than the Federation ever had, including some of their vulnerabilities and ways to detect them. I don't think a changeling could morph into a drone and not be detected, as he/she still wouldn't be truly connected to the hive mind.
 
I think whichever side had the initiative would win, actually. If the Dominion is not prepped, the Borg win. If they are prepped and have time to prepare and attack first, I think they'd have the ingenuity to pull it off. Or at the very least, they'd throw all the solids they control at them on kamikaze runs and escape somewhere to start anew.
 
Nonsensical as it is, in Star Trek's world, shapeshifting is something that can be taught (see: "Whom Gods Destroy"). If the Borg learned this technique they'd become utterly unstoppable.
