Who Would Be Your Choice?

Nurse Ogawa would have been my first pick, and most likely the most realistic as she is kind of like the O'Brien of Sickbay: a very noteworthy character and sometimes central to the action, but not part of the principal cast.

My other choice would have been for either Odo or Quark, but DS9 was running at the time. Narratively, it wouldn't have made sense for them to join Voyager unless Odo was in pursuit of a fugitive from the Marquis and assumed he would be sent back to DS9 once the person was captured.

Quark makes even less sense unless he follows Harry onto Voyager to further persuade his transaction, only for Voyager to disembark with Quark on board.
 
Either Taurik in engineering or Ops (if Ops than Harry instead transporter chief) or Evek (not sure if first officer, second officer, tactical officer or adviser or commanding his own ship also traveling home but working with Voyager).
 
Lt. Cmdr. Shelby instead of Chakotay?
Now would she have become disenfranchised with Starfleet (or maybe outraged that her home colony was no longer under Federation protection) and have joined the Maquis, or would she still be in Starfleet?

I personally see Shelby as being an ideal choice for Voyager's Captain, but that's me.
 
I thought of her as Captain too but she still may have been too young for the role.
But her defecting to the Maquis could have been a very interesting arc for her.
In fact, another thing I would have done; keep Seska as a prisoner on board Voyager for the entire ship.
 
Shelby rubbed me the wrong way... and it wasn't because she was a woman, I liked Kira and Janeway.

Maybe she would have grown on me in time.
 
Going back to the OP's original question, I thought Ro was considered for Deep Space Nine. I've never heard that they wanted her on Voyager.

There is a rumour of sorts that after Forbes turned down the roll on DS9 when they were developing VOY they wanted Ro for that series as well (I sort of suspect this was why they had the character defect to the Maquis at the end of TNG, to open up that door for her), though once again Forbes turned it down. Both of these instances resulted in the creation of Kira and Torres respectively.

Don't really know how much of that is true, but it's always nice to speculate.
