Maybe not authority generation per se, but Riker sure uses variations of "what the HELL" an awful lot.
I think it's a mistake to discount Shouty Riker though, folks. The "YOU'RE A DEAD MAN APGAR" line alone carries substantial weight.
Problem there is the APGAR SHOUTY THREAT is delivered by holographic Riker, and it's based on a fake testimony of what happened. Otherwise, yeah, I'd at least consider him before dismissing him out of hand.
Shouty Spock is funny because Vulcans don't normally act that way. With most other characters, it's not as much fun when they shout, because it's normal for them to do so.
I'm going with Shouty Riker with a beard. The beard provides emphasis. It's possible Discovery's Spock with a beard might surprise though and take the win.
No question here, Spock has the most gravitas. Though Sisko might be a closer competitor. Riker I think commands more authority when he’s not shouting. Just when he’s talking in a stern authoritative voice.
