Torres head a real attitude and respect issue for a majority of her time aboard Voyager. While she certainly could resolve issues when needed being the great of your department is more than being able to do, it's being able to lead and inspire. Her professional issues do not convey that in any sense.
 
Scotty is a genius. He applied engineering principles to something as heretofore theoretical as alternate universes on the fly (Mirror, Mirror), showing that he did NOT need Spock to handle such stuff, and cheated death for a while with some really outside-the-box thinking (Relics).

He has the attitude you want, as well; he told Spock to jettison the access tube in That Which Survives when he thought he was endangering the Enterprise. He may love his ship more than Kirk does.

I'll take Scotty.

Yes. I'd also take O'Brien based on skill and attitude. Actually, the two would make an amazing team. The other three, I'd fire.

Ha yes I was having a tough time deciding which of these two to go with--as good as Scotty is, I felt O'Brien had the edge on casual, artistic verve in the application of engineering, that sense that the devices he works on are extensions of himself, and that's saying something because Scotty is very close to his beloved machines as well. But there O'Brien tops him I think. What decided me on Scotty was my belief that his understanding of theory runs deeper and wider than O'Brien's, not that Miles is a slouch there either!

Which does support your idea that they would make an incredible team--one the purer engineer (O'Brien), the other the unacknowledged, potentially breakthrough theoretician (Scotty).
 
Seems that Scotty was meant to be a up from the ranks type of engineer.

Scotty's also the best because he forgoes technobabble in favour of just getting the damn job done. :)
 
Scotty is the best, easily, but he's a bit too quick to complain, seems to hold more loyalty to the ship over the crew, and will straight-up lie to you about how long it takes him to do anything.

But he's a legitimate miracle-worker. And unlike the other four (sorry Trip), he can be trusted to command the starship in some serious situations.

Unable to command a ship? Really? I say averting a war between Vulcans and Andorians= being able to captain a ship in a serious situation (see Vulcan Reformation arc). In fact, some people say he should have been captain instead of Archer.

I'm stunned that Trip is the least popular engineer. I don't want to call it hate but I don't get the distrust. Unlike Archer, when other characters talk about how great he is, I believe them. He's a hard worker (sometimes to a fault), a McGyver and has a certain instinct for the engines (as we learned when he left for Columbia). Trip was so essential to the ship that Archer created a clone of him when he was injured. As a bonus, he's generally well-liked by the crew. Has TATV really fooled that many people with its poorly constructed history?:wah:

Couldn't have said it better myself. I'm on record here of saying that what Hoshi said in TATV doesn't make any sense given that she and Trip were talking about their STC (i.e. college) days in Observer Effect.
 
Not fond of Trip Tucker, he seemed like he often coasted on his personal friendship with the captain and waited until the last minute to make fixes or improvements.

STC sounds more like OCS or even boot camp than College or the Academy. Hoshi was recruited because of her skill at linguistics and was put through a training course so she could serve on a Starship. Tucker was no doubt recruited for his skill at engineering. I prefer to think Trip is a highly educated Engineer and the boat engine line is him playing up the "Aw shucks country boy." image he likes to project. Like Bones claiming to be just a "Country Doctor". Though boats engines might have the first ones he worked on.
