What is Quark's bigger strength; business savvy in general or his array of connections? He'd be out of his element when he didn't know anything about the races and people he was encountering.
There is truth to that. But in order to have connections, he would have needed to develop them first. And we actually see him doing that in the early seasons of DS9, when he is trying to establish business with the Gamma Quadrant races. There is an episode in season 2, I believe, that revolves around Quark negotiating a wine trade with the Dosi and the Karemma.
This is what sprung to mind immediately.

I also would have really liked, preferred to see Quark in the cast, running the mess hall and yes having pretty different attitudes and values and yet Janeway seeing at least some value with, from him with him being involved in trading.
I think it would have been interesting to see Jadzia Dax in the crew as I think she and Janeway would initially clash, both from both being science-focused and Jadzia having some tendency to whine (she literally complained after one mission that the Defiant chairs were so much less comfortable than the station's) and yet with that they could also pretty believably bond, her being especially fascinated by and helpful in dealing with the weirder science and species of the Delta Quadrant.
