Damar certainly fits the bill. When Dukat had his breakdown in "Sacrifice of Angels", Damar took his place and became a much more fleshed out character.

Awww I was just about to post this...! But yes you are correct. Dukat's breakdown lead to Damar's super-Cardassian glory later on in the show.

Obviously Kai Opaka's leaving in Season 1 allowed for the Winn Adami character to take her shape in the series.

Yep..and though I like Opaka, Fletcher really ate that that character up...great actress..

How much better the show would have been if only Assistant Chief Engineer Leeland T. Lynch was promoted and became a regular.

They wouldn't have done that, there'd be no time for any other dialogue since the guy had the annoying tendency of repeating his full name every time he spoke.

Which may have been an improvment over most of the 1st Season's dialogue.
