When was ST5 produced?

I know that TFF was released to theaters in the summer of 1989. Was ST5 produced at the time of the 1988 writer’s strike, or shortly thereafter? Did that strike have any impact on that film’s less than stellar quality. Of course TFF has several glaring FX gaffs too, like deck 78 labeled on the turbolift shaft. But I’m wondering if script development was hampered?
 
TFF went into pre-production in 1987, but the WGA went on strike in March '88 and screwed things up: Writer David Loughery couldn't work on the script, and the theme around the production office became, "Hurry up! We've only got a year!" After the WGA strike was over, the movie went on as scheduled, although production was hampered because the Teamsters were still on strike, having walked out with the writers and then just deciding to continue shitting things up.
 
The deck signage problem in the turboshaft had nothing to do with the script. The script mentions nothing about deck signs going by. That would've been the purview of the art department, approved by Shatner as the director.
