Since they're all amongst the most popular episodes of the series, maybe there was a viewers choice vote at some point. Or, maybe, they're trying to draw over some of Spike's former TNG audience by airing the best episodes.

I wouldn't really call Datalore one of the best episodes, or even one that's all that popular. Does the presence of Lore make it automatically cool or something?

Perhaps, but certainly everything else on the list is very popular. I wouldn't be so surprised by Datalore's presence on such a list, though. It's not UNpopular, at the very least.
