The point is that a TV series budget is lower than a feature film budget or a modern streaming budget. And TOS had to use many tricks to stretch a dollar, like getting Wah Chang to donate the phaser, tricorder, and communicator props as "test models," and getting AMT to make the Klingon ship miniature for free in exchange for the model kit rights.
