I don't quite understand the question either. Sounds to me as if you're talking about how much time elapses within each series. If this is the case, then it should be pointed out that they mostly within "real-time". TOS runs just over 3 years (if you count WNMHGB as the "maiden cruise"), TNG and DS9 are both seven. VOY is about seven and a half (the last season overlapping into a third year; although this isn't precisely indicated, close examination of internal factors such as the duration of B'Elanna's pregancy, the celebration of First Contact Day, etc. indicate this); and ENT lasts about five years (not counting TATV - which no one should IMO).
If that is what you're indicating, then indeed it is Sisko who most effected by events and the path he chooses. He began as a disillusioned and somewhat bitter Commander in an assignment he didn't want and reluctantly has religious prestige thrust upon him. By the end he is a Captain who accepts his role as Emissary, delievers the Alpha Quadrant from the Dominion, re-marries and embraces DS9 and Bajor as his own.
