What is in the Galaxy class neck?

The blueprints reflect this. Also in TNG "The Arsenal of Freedom", the stardrive beams everyone up at the end of the episode and an injured Dr. Crusher is stated to be recovering in sickbay, so they absolutely have one. Who knows how nice it is though, as this is the first season of TNG and the sickbay proper is still using the conference room windows as a wall, with carpet draped over the holes. :P

This reminded me of something....
Wasn't there a debate once where people wondered if main sickbay was in the stardrive section?
In Generations the stardrive is being evacuated, and we see Crusher and Ogawa I believe bringing patients to the saucer section. Now, this could of course be from a secondary sickbay. But I have this vague memory of this being discussed.
 
It's been discussed more than once in the past thirty-two years, yes. :)

To sum up: given the major damage done to the secondary hull in that battle, it makes perfect sense for additional personnel (including the CMO) to head closer to the source of the traumas, and better still that a replica of the main sickbay ward be there and ready to be used. There may not be all the other labs, operating theatres or additional medical facilities we'd think would be a part of the main sickbay complex up on Deck 10, but a place for triage and treatment would be most welcome, especially in the section of the ship designed to go into battle without a saucer. We've also seen the shuttle and cargo bays being used as triage facilities during mass casualty events, and a closer sickbay to coordinate everything would also be logical.

Though omitted for Nebula, I do remember some (fan?) designs where neck-like structures atop and below saucers were used for Stargazer type quad-nacelle ships.
