To Reign in Hell has a good explanation for that, but I'll wait for clearance to spoil it. The book's a good read regardless.

How about...
it wasn't a "modern" belt buckle, it was a Starfleet insignia used for some other purpose among McGivers's possessions (after all, she had to pack to leave the ship).
 
Are those uniforms new?

After all, Kirk and friends in TOS were in the habit of wearing their colorful long-sleeved T-shirts most of the time, but they donned jackets when they wanted to be formal. And the ST2 wear looks pretty much like TOS wear plus jackets over the shirts... Perhaps TOS era clothing would already have included those maroon jackets, but Kirk never felt fit to use that particular style?

More generally, the delta symbol has been with Starfleet from its first days on, and apparently even longer than that (the old UESPA probe had it in VOY "Friendship One", for example). So I'm all for the theory that McGivers would have quite a few items that carried that exact style of delta, as well as items that carried the fancy banana symbol found on the ship's side pennants, plus items that carried the acute sideways delta of the Friendship 1 probe (later used in TNG designs), plus a few other variants we haven't even seen yet...
