What do you think happened to Starfleet post-Insurrection?

The issue with the Baku and Admiral Dougherty led to Riker saying there'd be a top-level review of the whole matter.

Do you think it was a glassed-over review or a no-stone-unturned review?
 
Judging by the lack of on-screen answers, I'm assuming the matter went the way of the Ark of the Covenant, buried somewhere in a secret warehouse never to be mentioned again ;)

Personally, I'm sure Jean-Luc spent countless hours droning on about the matter to the Federation Council, who reluctantly agreed to do some sort of informal inquiry, just to shut him up.
 
Let's conveniently lay the blame on Admiral Dougherty who obviously exceeded his authority far beyond his actual mandate. Luckily for the pencil pushers back at headquarters, the dear Admiral has already passed away. So the case can be closed.
 
Yah, they really have not even fleshed out the post Insurrection material in the novels. With the admiral being dead and the Sona and Backu together its kinda case closed. I would think there would be some in the UFP who would questions the military's actions in the affair and would want further answers.
 
I think with the Dominion War going on, it was probably put to one side while they dealt with the War, with the intention of going back to it after...though thats what they told Jean-Luc and in fact it was quietly forgotten about
