These were relatively easy choices to make for me even though Vaughn Armstrong has played a LOT of fantastic roles in Star Trek.
First up is the Kreetassan Captain - mainly because of the sheer volume of disgust he manages to display despite being covered in (absolutely amazing!) makeup. I love the Kreetassans, and that's solely down to Vaughn Armstrong.
My second choice is Dr. Telek R'Mor - a thoughtful, empathetic, non-stereotypical Romulan. I thought he brought a lot of nuance to Dr. R'Mor which made him a relatable, sympathetic character.
 
Korris and Admiral Forrest.

Korris was one of the few TNG Klingons who felt like a Klingon.

Anyway, I voted Maxwell Forrest and Maximillian Forrest because these roles gave him much more latitude than the others and he used it well.

No. He played Admiral Fairbanks, Klingon Captain Korbus, and another unnamed Cardassian Gul, in addition to several more video game characters in Armada II, Elite Force II, and Starfleet Command III. But these lists seem to ignore video game appearances, even though they're just as valid a role in the voice actor's eye.
 
Connecting Armstrong's 15 characters

Separating by species, Armstrong played 4 Klingons, 3 Cardassians, 3 Humans, and 1 each of Romulan (R'Mor), Species 571 (Lansor), Vidiian (Drenol), Hirogen, and Kreetassan.

The four Klingons (Korris, Korath, Korbus, and the Unnamed Somraw Captain), might all be members of the House of Korath, formerly the House of Monak in Beta Canon. In a bit of name-recycling, I like to refer to the Somraw Captain from Sleeping Dogs as "Monak" and assume he's a grandfather or great-grandfather of Korath. Korris and Korbus (all interestingly named "Kor*", perhaps in honor of Kor?) might be close kinsmen, perhaps even a set of triplets.

The three Cardassians (Danar, Seskal, and the Unnamed Karoon Gul) might be similarly related. It could even be that Seskal and Danar are the same person, using an alias or just different parts of his name (Gul Seskal Danar?). The Karoon Gul is not Seskal and probably not Danar, because he was active after Seskal's onscreen death and of a different personality than Danar (although he was certainly undercover, per hints in the game).

The three humans are actually two humans (Fairbanks and Forrest) because of the mirror universe Forrest in the list. Admiral Fairbanks is a late 23rd century officer who might be a grandson of Admiral Forrest via Shannon Janeway rules.
