Incidentally, seeing only "What are your top two Jeff..." on the home page made me think this was going to be a thread about people's favourite Jefferies Tubes.
 
1)Shran, I wish he could have been a recurring character on one of the better Star Trek shows
2) Weyoun "Would this be more artistic if it was blue?"
That is my order as well. Shran was his best character. I figured this would primarily be a race between Shran, Weyoun, and Brunt, which is why I chose a selection of two. Three would be too easy.

Thats what I voted but I only voted Shran because it required two. I wasn't an Enterprise watcher but I watched some clips of him on yt and out of all others he was an easy vote. I mean the guy that perves after Kira? What? Lol. No offense to the OP.
 
The best thing about Weyoun? Despite what the female changeling said, there's a theoretically unlimited supply of him, as long as there's corpses to clone him from.
Weyoun 9 in "Lower Decks"? Why not?
Weyoun 13 in "Picard"? Conceivable.
Hell, we could even bump into Weyoun 354 in "Discovery".
 
I'm kind of fond of Brunt. Then I'll say Weyoun, just for the fact that it's the most iconic
 
Weyoun and Shran, with Shran being number 1. Rare to see such pent-up, seething, anger so convincingly portrayed as it can come across as corny quite easily, I think.
