Were the Cardassians really the weakest group?

I call B.S. on that and I think it's only idiots who say this nonsense. First of all, we never see them in direct combat with Romulans. And going by the "Wounded" episode, that's nonsense too. The Galor gives the Enterprise a good whipping before they do manage to disable the ship. The same happens in "The Chase" when the two Galor ships attack the D, quite brutally. And in "The Way of the Warrior" the only reason they lost is because the Klingons were possessed by the same force, that the Dominion were - Changlings. The Dominion were shown to be more powerful than any other group, possibly on par with the Borg.
I can accept the Pakleds being inferior, and stupid, but not the Cardassians. Going by TNG, they fought to a stalemate, and Picard makes it sound as though the war was extremely as brutal, if not more, than the Romulan-Earth wars.
 
This nonsense that they're inferior is suspicious to me. It comes off as saying "-ez-surnamed Spaniards are Hispanic with Latin English accents"/or that Nazis were Nordicist. When neither is the case. -ez-surnamed Spaniards are white with Frank Lopez English accents. Nuyoricans and Italians are not white and have Latin English accents. Cardassians are based on the Spanish. Nazis were not Nordicist. Spaniards are Germanic, not Roman, on an unrelated note.
