I think Marcus had good intentions at the beginning.
He thought he was doing things for the good of the Federation.
Not just for a power grab.
Then things got out of hand. Protecting the Federation was one thing but instigating a war was another. No doubt if he'd revealed his true intentions then he would have lost his position in Starfleet.
 
I think it would have been better if he wanted war with the Romulans instead of the Klingons. The Federation has just endured a devastating attack by Romulans and no one cares? I know Nero said he didn't speak for the Empire, but how well would that sit with admirals like Marcus?
