No doubt many/most other okay enhancees are likewise victimized by this same subjective "you are wrong, so we are going to institutionalize you for life" policy.

We don't know what Jack was like when he was first admitted. The level he was at when we saw him could be decades of work to try to help him, He seemed the most dangerous and violent out of the lost anyway.

Though the women who could talk didn't seem to have issue other then she seemed to have "loose" morals. Out of the lot of them until Bashir "fixed" the other woman, she was the one who seemed the most likely to be able to live outside of the institute.

They let the girl who Bashir helped speak go without any issue once she could speak, which seemed reasonable.
