Was this plothole from Assignment: Earth ever explained?

I have probably asked this before. And if so, much apologizings. But it's been kinda bugging me...

In "Assignment: Earth", Gary Seven's predecessor Supervisors were killed in an auto accident. Given the advanced technology that Aegis operatives routinely employ, what the hell were they doing in a car? Gary never drove a car, so why would they? They should have had access to the same transporter device he had. Hell, wasn't Gary's home and office originally theirs? So why would they ever need to DRIVE?

Have any of the novels ever explained this?

According to the novel From History's Shadow, Elizabeth Anderson and Ryan Vitali were in a car chase with a fleeing Certoss agent. Presumably, the transporter could not beam them into a moving car, so they had to do it the old fashioned way. Vitali asks Anderson where she learned to drive, implying that this is the first time he saw her driving a car.
 
And I take it since the Aegis transporter couldn't beam the agents INTO a car, they couldn't beam the Certoss agent OUT of one?

Also I guess it would have attracted attention if the agents simply tried to beam NEAR the car, they dare not let members of the public see the transporter in action.

So OK, this makes sense.
