So in Swarm, the doctor grafted a back up engineering hologram to his program to extend his runtime which was acting out brokenly to appear like senility... If this happened just the once then it's just organ doning. No problem. That's fine, but if its every 2 years (or less depending on how gluttonish the EMH is to choose life.) he would have to "consume" a quasilife form as potentially as real as he is, and considering between Blink of an Eye and Gravity he gained at least 3 years on everyone else, so it's quite the certainty that he would have been gagging to chew on the hollographic marrow of... Maybe that's what the "backup" EMH was all about in Living Witness, so no matter the nobel journey home he began in the end of that story, that spud started off as a happy meal with legs... And without the support of Voyager, "that Doctor" would actually have to hunt for cautiousless Holograms not warey of his unique appitietes.
