Vulcanis Lunar Colony

Has it been established in the novel series that the Vulcanis Lunar Colony, the birthplace of Tuvok, is located on T'Rukhemai? Or does the Vulcanis Lunar Colony exist on another natural satellite of another planet?

according to Tuvok's Memory Beta page it is on T'Rukhemai, looks like the source is Jeri Taylor's Pathways novel.

...Would have been fun to have it at Luna, right next to Earth. Would also explain why folks like Harry Mudd speak of Vulcanians rather than Vulcans!
