What if SF/Feds HAD adopted/adapted the tech to many ships. Would it have been a violation of the Treaty of Algernon?

If Voyager had had a phase-cloak, a lot of the episodes of the show would have been quite a bit shorter. And she might have managed to finish under the 38-torpedo limit.

The stealth technology was said to be incompatible... however, it IS possible that it was adapted to other ships.
As for it being a violation of the Treaty of Algeron... if its an actual cloaking device, then yes... but it was called 'stealth technology'... so, this could be a loophole.

Also, the Romulan Star empire pretty much collapsed or was greatly diminished in form and function when the Romulus star went supernova.
I would suspect the Federation trying to help the Romulans, etc would mean that the treaty of Algeron was then rescinded at some point (possibly by the 25th century), which allowed Federation ships to use cloaking technology freely.

Plus, if you recall, the USS Defiant had a cloaking device too (which was originally operated by a Romulan) in exchange for information the ship gathers on the Gamma Quadrant and the Founders/Dominion... so its not as if previous circumstances didn't allow the UFP to use cloaking devices.

Also, the UFP can probably develop cloaking technology but only for the purpose of analysing it so they can counter it (not actually USE it onboard their ships - because lets be frank, the UFP was way ahead of the Romulans in creating a phased cloak for example the first time around - the Romulans didn't make their own attempt until sometime in Season 6 of TNG if I'm not mistaken).

It's really too bad, given that one of Trek's most bad-azz moments will always be on "All Good Things", when the tri-nacelle Enterprise D shimmers into visibility and then proceeds to go Klingon-hunting.
 
All we know is what Picard says: In the Treaty of Algeron the Federation specifically agreed not to develop cloaking technology.

That sounds fairly broad but Picard could have been imprecise in his wording, and we also don't know what 'developing technology' really means. Does it mean that fundamental research is OK or not? Does it mean that technical drawings and simulations are OK, short of actually building and testing such devices? It could be anything, but somehow I don't believe the Romulans really would have a 100 year headstart on the Federation in this area if for whatever reason the treaty would be abrogated.
 
My theory would be that the cloaking project was handed to Section 31, and they built a prototype, tested it, and destroyed it but kept the schematics. All necessary materials were stockpiled, though. The moment the treaty of Algeron ends, they will begin churning out cloaking devices and retrofitting every starship they can. Within a couple of years, the whole Federation fleet can cloak if necessary.

I once started a thread about Romulan geopolitics in the Picard era. The details are hazy now, and it's been a while since I saw PIC Season 1 and I haven't seen Season 2. But it seemed like the main Romulan political body that the Federation recognized was the "Romulan Free State." And some other competing factions for Romulan sovereignty, or some warlordism? Pre-existing treaties probably would have been considered void and then re-negotiated since the old ones were between the Federation and the Romulan Star Empire, which no longer existed.
