I've put this thread here because of The Vampire Diaries connection and the "technology" mentioned could be sci fi, after all. I hope they're not talking about Facebook.

Kevin Williamson series about serial killer cult.

..described as an edge-of-the-seat thriller about a diabolical serial killer who uses technology to create a cult of serial killers, and the FBI agent who finds himself in the middle of it.

The topic seems too creepy for any broadcast network, even FOX. I could see it on FX or HBO much more easily.
