Universal Translator and Godzilla movies

Since the ut only translates language everyone on st who dont speak the different languages would have their words out of sync with their lips. The universe would be a Godzilla movie.

If the device can make the user hear things in his or her own language, why would it have any difficulty making him or her see things?

I tend to assume that the translator synchronizes its words to the speaker's mouth movements. Of course, that leaves the question of why an observer doesn't hear the real speech under the translated speech.
