TWOK-TUC NCO Uniforms

I like that we got to see different uniforms used for officers and non-coms in the TOS movies, and whilst I know that the officers all had a turtleneck under their jackets that was coloured to match their departments (the colour of which is the most clear indicator of what section they are in) is there any reasoning out there why this wasn't applied to the NCO uniforms?

NCO recruits follow the officer pattern and have a red collar for trainees, but after that they're all black. Would it not have made sense to continue the style and had both officer and non-coms with the same collars?
 
...For all we know, they aren't "really" all black, but black is the correct color for the department to which the ones we meet belong. Say, Engineering, which lost its own color after ST:TMP.

Not that the color scheme would ever have made much sense, as pertains to the main heroes or the background characters let alone both together. Happily enough, this just means that onscreen evidence doesn't establish any particular scheme (least of all the one intended by TPTB), and we can enjoy our own interpretations of which color meant what.

IIRC, the black-collar versions of jumpsuit had a different colored shoulder tab that corresponded to their department? Similar to the shoulder strap and wristband on the officers' jacket?

Honestly, given that Admirals and Captains all wear the same shirt colour and we could imagine that CPO and above have the option of wearing the MM jacket with a black shirt for formal occassions, then it's the Officers are the "odd one out" and should perhaps all wear grey (mid-tone between white and black) or tan (for the lining of the Officer MM jacket).
