So I had to Google how the "drug" part related to the theme. Turns out it's from a Metallica song, that I've never even heard of, despite being one of their "most famous and popular songs", according to Wikipedia.

OK, so here we go. First, the literal interpretation:

- Lamb Chop

Then, the figurative interpretation:

- Homeland

But you said surprise you. So how about the 1994 film called...

- The Puppet Masters

And going farther afield, how about a Pierson's Puppeteer, because why not?

- Larry Niven's Known Space works

And finally, coming back full circle, we have a puppet on human drugs:

- Flat Eric (in what I'm guessing is an unauthorized appearance...)

and, a human on puppet drugs, AKA sugar.

- The Happytime Murders

Now I just have to hope that my Google searches for this contest didn't land me on some kind of watch list somewhere.
