Turning a gas giant into a sun.

If you did so illegally would it constitute arson or does arson only cover chemical combustion and not thermonuclear mayhem?

Plus, whose jurisdiction would it fall under?

The U.N. through the 1967 Outer Space Treaty.

It could also be a violation of Article I which guarantees the right to scientific exploration. After all, someone else might have wanted to study Jupiter in its original state.

If someone turned Jupiter into a star, it could also be construed as a violation of Article IV of the treaty, prohibiting the use of celestial bodies for non-peaceful purposes--provided one could prove damages.

Clearly, a mass generation device of such power could be a weapon. Operating such a thing would not be illegal in and of itself, but should the device ever be brought into Earth orbit, that would violate Article IV as well.

Just try enforcing that one. :)

However if Jupiter turned into a star, life on earth would not be possible...

Would depend on what kind of star, if it were turned into a dwarf star it's effects would be minimal here if any.

And by the way Jupiter would have to be 50x more massive than it is now to become a star.

It might make things a little warmer, but not lethally much. It is 5 AU away, after all, and with its small mass, it would be a very dim red dwarf at best.
