Correct. I read somewhere that Patrick Stewart was somewhere else filming something when that episode was filmed but he had to appear in the episode per the terms of his contract. I'm not sure if he was actually filmed for the episode though, they may have used previous footage for the scene.

Yeah, I noticed it when the episode first aired...he barely stood in the background. The A plot was Data in that village and the B plot was all Riker and Deanna. I was like...finally, the Captain!

As for the last question, He was named for a pre-production coordinator, a Lolita Fatjo.
