I'd be surprised if anything beyond the authors is even set in stone yet. In fact, I suspect we only have the info we do at this stage because this is the anniversary project. You'll note beyond this and the DS9 novel Ascendance we currently have no info at all for any of the 2016 schedule.

Are the plot summaries released for each book?

The books don't come out until next year, and they don't usually release the final descriptions until just a few months before the release. We probably won't see them until late this year or early next, depending on when exactly the books come out.
