It seems Starz have also chosen not to make this available worldwide. 
This is a surprise, Intrinscial? Starz hasn't made any of their videos, such as trailers, available worldwide.

Not even in the UK.
It's branded with the Starz logo before and during the video so that might affect why they don't want to show it to other territories? Also, throughout they mention and thank Starz but don't really mention the Beeb.

Starz isn't a UK network. So basically it's up to the BBC to negotiate the rights to put it on their website. Same goes for Canada. It's standard operating procedure (and certainly anyone outside the UK knows how useless the BBC's Doctor Who website is for video). Some US networks don't even allow you to access their website at all if you're outside the US (HBO comes to mind).
All that said, give it time and someone will either post the whole thing to Youtube under another account or you'll be able to obtain it somewhere else.
