TNG Episode "The Enemy" - what if the Cardassians were featured instead of the Romulans?

What if the "Enemy" episode featured the Cardassians, playing the same role the Romulans did? With Gul Macet or an equivalent figure filling the role of Tomalak in this episode?
 
I don't think the episode has as much weight without Romulans, because of Worf's individual bias. It's not just about enemies, or borders. It's about deep-seated bias too, on both sides in one degree or another
 
If the episode featured the Cardassians then it sounds like the writers have a time machine because the Cardassians aren't introduced until the following season.
But seriously, you could probably do something with Cardassians but it would have been better on DS9 I feel. Maybe it was in a way, because Geordi/Bochra is like a smaller scale, less personal version of Kira/Damar working to disrupt the Dominion. Kira working together with some Cardassian to survive in another plot could be fun.
 
It could work as a DS9 episode, not early in TNG's third season.
 
And also at this point it's really only the Romulans second major appearance in TNG. They appeared twice before but the first time was a glorified cameo. I think they did a good job fleshing them out in Season 3 including this episode, so it'd be a shame to change any of it.
 
Tomalak is a Romulan, there's no way any Cardassian could match the level of evil Tomalak had. =)

Yeah now that you say that I think it would be better to have something like that on DS9.
 
I find it funny how I've noticed Cardassians and Romulans are often viewed as similar races in online Trek discussions, to where they're often exchanged in What If scenarios

Also funny is I think cloaking fits Cardassians way more than Klingons
