TMP : Why couldn’t the asteroid be deflected?

Yeah, and plus the ship was rushed out of dry dock ahead of schedule. Scotty said that they hadn't had time to complete all the work that had been planned. They had to rely on simulation, without actual making trial runs.
 
I always just took it as Spock helping ("timely arrival and assistance") and complimenting the work of the engineering team.

It's illogical to compliment. One does one's job, and failure to do so requires commentary, but success is its own praise. :vulcan:

Kirk is complimenting, to be sure. But is he giving too much credit to Scotty? The poor engineer never got the chance to tell whether he would be able to repair/balance the warp engines at all. We never learn if there's any relevant work underway when Spock arrives. Scotty may be good at repairing the ship to specs, but he may be the exact wrong guy to deal with the fact that those are the wrong specs.
