so how DID the runabout get their in orbit..... did Luther Sloan have something to do w/that?
 
Maybe the Vorta planned to use the runabout as a transport for himself and his crew and that's why they kept in orbit. Or they were tasked with studying the vessel and its computers but due to the invasion of the alpha quadrant then organising the release and transportation of the Cardassian prisoners they had yet to take it apart or do anything with it yet, a case of too busy.
 
Or then the original Bashir, Martok, Worf and Garak were all killed, and the runabout was used for deploying the Founder impostors.

I mean, look at the outcome. The "Martok" that was released refused to shoot at any Dominion vessels for the longest time, and acted with great cowardice even afterwards, ultimately trying to defy the great war leader Gowron at his greatest moment of triumph. As if that hadn't been enough, "Worf", after having fouled up an important covert operation, went on to assassinate said great leader!

"Garak" went on a murderous rampage against key DS9 personnel, then feigned mental problems when tasked with deciphering Dominion communications. And "Bashir"... Oh, yes, "Bashir". Having been replaced by a Founder once already, he still was trusted enough that his subversive attempt at making the Alpha alliance surrender altogether was almost successful. His campaign at messing with the Sisko's brain and keeping him off kilter with hallucinations about Benny Russell was subtle and clever, if more limited in scope. But his greatest success in high treason of course came when he defeated Starfleet's plans of bioattack against the Founders.

Or they just didn't think it was possible that the prisoners could get it, and were keeping it there to go through all the Fed Runabout library info and such... and figured they had plenty of time to do it between battle drills.

You see, we love our battle drills...
