No, IIRC it's supposed to be her mother Ruriko Tenmei.

The cover that you have linked is slightly different than the one that Memory Beta has up on their site. Sisko and Thriss are switched with Sisko being the more prominent face.

I think I like the Memory Beta cover better. The Sisko position is more interesting, and the dark type of 'These Haunted Seas' look nicer.
