The web page that says you have a virus?

I'm sure others have had this web page pop up from time to time but I was just wondering if anyone actually knew what it was and why it is so difficult to close without resorting to forcefully shutting down the browser?

It is malware and you need to remove it from your computer. In the past tutorials at bleeping computer have helped me to remove such malware.
