The Voyage Home Promo Film

I recently digitized this 16mm kinescope print of a behind-the-scenes promotional film for TVH, and wondered if anyone knew what it was exactly. I guessed it was part of a presskit, but I don't know if it would have been aired on TV or if it was cut out of some longer Paramount promotional film. It was originally made on videotape, but then recorded to film, which is another oddity for this era. Apologies if this is an obvious thing. I checked the special features on the disc versions and elsewhere on YouTube, but I didn't find it.

I've not seen this before, save for the brief interview clip of Nimoy ("...the chemistry is always there."), which had been recycled into other promotional videos including at least one that appears on the DVD. It also popped up again on a broadcast of The Cage (full color restoration) in Sept '88 after TNG-S2 got delayed -- They filled out the remaining 25 minutes of the broadcast with a short ST documentary hosted by Patrick Stewart and featuring interview material from both ST casts at the time, but Nimoy did not participate so they had just that one clip of him. But everything else is new to me.
 
There was a director's edition of ST IV on videocassette and laserdisc in the late 80s with a short featurette. I think that's the featurette. I haven't seen it in decades, so I can't be sure.
 
That LD release was under the "Paramount Directors Series" label, which was very, very short-lived. As in, it only had three movies. I believe with TVH the only difference in content was the inclusion of the featurette, which played before the movie. It also didn't have any chapter stops, which actually made it less preferred among LD aficionados, as there was also a perfectly fine widescreen version with chapter stops and without the featurette.

The featurette in question is the video that @Bad Robot linked to, which isn't the same as the OP's video.
