Well, Picard just failed the test. That's IMHO the theme of the year - he failed and how can he reverse this.
The Borg come in and ask to be Federation members - but the Federation offered minimal discussion of the idea, no sense of "how can we do this safely" (think of the Cylon-human meeting station in the BSG reboot), no discussion of policy from Starfleet Command, not even a curt "we need time to process this". What is the established process of evaluating a membership from a new species who may be hostile?
Picard failed - whether or not the self-destruct stopped the Borg which was not clear - but he was in theory at least given an open hand and it ended in a horrible situation.
