James Swallow. It appears in the Seven Deadly Sins anthology.

This is the Cadassian story. Does anyone know who it was in shadows at the end of the story? I have a weak guess, but no facts to back it up.

    It's
Elim Garak, earlier in his career as a spy for the Obsidian Order.

OMG. It’s you! Thank you so much for the answer. I really enjoyed the story.

I was so wrong. I thought it might be Dukat but it was just a guess.

I enjoyed working on that anthology so much -- it was conceptually brilliant and the execution by the other six authors was top-notch. And it was fun for me to write smooth-headed Klingons for a change.....
