It's no optical illusion, I've seen lots of clocks do that, the wall-mounted office/school kind that tick-tick-tick their movements in defined gradients. I'm sure there is a mechanical reason, possibly related to some kind of hysteresis or slipping.

My parents are of the wristwatch generation (those that feel naked without being chained by the wrist to the correct time) and are unable to program the timers in their appliances: the only clock they have in their home hangs above the bar and is one of those that actually goes counter clockwise, plus it isn't changed twice a year. -I NEVER know what time it is when I'm there
