The 1979 Peter Pan Book and Record set "The Robot Masters" provides a good reason for why the Romulans may be distrustful of synthetics. In the story, Romulans are stealing robots to set up a robot army. However, Scotty re-programs them and the robots

attack the Romulans.

Perhaps this is why their society is so anti-robot (synthetic).
