I don't care about ratings but it doesn't surprise me given the high profile TNG received with "The Best of Both Worlds" and for those who flocked to the show with that classic two-parter they had to be hooked given the show just continued to capitalize on its strengths with several strong seasons.

But Season 4 ended with the Redemption Two-parter (the one with the Klingon civil war), whereas Season 3 ended with Best of Both Worlds.

True, the episode opened the floodgates, but the ratings increased on its own merits. Episodes in the fifth season after Unification I and II had higher ratings as well. A Matter of Time had one of the highest regular episode ratings in the whole series.
