Yes, that was my impression. Normally, I wouldn’t pass along unsubstantiated info, but this example seemed very personal and real.
I do not have the original script, so I don’t have any real facts for you. My supposition (and I recognize exactly how much that’s worth—LOL) is that by the later drafts at least, Zora had no dialogue. Carol Daniels was a stunt performer who really almost never had lines in any projects. I think they probably would have gone a different way if she had lines. I realize stuntman Bob Herron played Kahless, and he did have a couple of lines of dialogue, but they had used him in that capacity before in Charlie X. I could be wrong, but I think Genghis Khan and Zora were always going to be effectively mute.
I think she was on The Cage as a stand-in (I assume for Majel Barrett), and they often gave stand-ins non-speaking roles on camera when they could, e.g. Eddie Paskey, Frank Vinci, Bill Blackburn, etc.

The cast of faux historical figures differs in the early materials. Two of the baddies are called out as N.D. (No Dialog), and I suspect Zora ended up as one of them.
