I put it in the same category as the Nightmare Child, the Army of Meanwhiles and Neverweres led by the Could've Been King, the Horde of Travesties, etc as something that just sounds cool but has no real significance.
I'm still latching onto the idea that the Minister of War is Ashildr, since the name Ashildr is Norse for Battle God or something similar. Though I'll admit, given where Ashildr's story ends up in Hell Bent, I'm having difficulty seeing how that happens. I like the idea it could be Rassilon. Or perhaps another Time Lord who was on the High Council, perhaps Minister of War was their position on the Council?
Before the Flood, when the Doctor and a couple of people from the underwater base travel back in time. One of them mentions the Minister of War as someone the Doctor's faced, but he has no idea what they're talking about, so it would seem to be in his future.
So we got to the end of series 9 and despite many thinking this would turn out to be Ashildr this character never showed up. So what do people think? Something for series 10, throway misdirection or an idea Moffat mentioned to the writer then forgot?
