The man in the white shirt on BBC news

There is a man in a white shirt who keeps popping up on BBC news reports in London.
He was spotted by the TV show good news that airs on BBC 3 well today I was watching the 1 o'clock news and he popped up again on the report about the BA strike.
Does anyone here know who he is? Or have you spotted him yourself on other news reports?
