My first vote goes to Broken Bow, the show does not comfortable in its own skin during this pilot. Unlike Voy that pivoted from parts of its initial premise, Broken Bow makes ENT look like it has no purpose and is just experimenting to see what works.

Broken Bow is a disappointing pilot, IMO.

Seeing the Klingons again so soon after being used a lot in TNG and DS9
showed a lack of imagination from the get-go.

Also anything the TCW sinks the episode further.
