This is an interesting idea put in the novels and some audios: That many of the similar god-like entities in classic (and perhaps new) Who are related.
Basically, they're 'evils from the dawn of time'-Fenric, Animus, The Great intelligence, the Nestene Consciousness, Gods of Ragnorak etc. and possibly the Beast and Abaddon from the new series/Torchwood. Basically in a previous universe, they were similar to the time lords, they survived the end of that universe and emerged as powerful, mind-controlling creatures.
The idea has it's roots kind of in the Chtulu and Norse mythology, with a touch of Marvel Comic's Galactus origins (Galactus being a guy who survived a previous universe and emerged as the FF villain).
